Welcome to New York City. We're Silly Nice — a Black-owned, Veteran-owned, LGBTQ+-owned, family-run cannabis brand born right here in Brooklyn, New York. We were founded in March 2024 by Shane Breen, a U.S. Army Veteran, and LeVar Thomas, partners for over 25 years. Understanding NYC's Legal Cannabis Laws as an International Visitor
New York State legalized adult-use cannabis in March 2021 through the Marijuana Regulation and Taxation Act (MRTA). That means any adult 21 years of age or older — including international tourists and visitors — can legally purchase cannabis products from a licensed adult-use dispensary in New York City and across New York State. You do not need to be a U.S. citizen or resident. You simply need to be 21 or older and have a valid government-issued photo ID.
What You Can and Cannot Do

You can consume cannabis in private spaces where tobacco smoking is also permitted. However, you cannot consume cannabis in public spaces, parks, streets, vehicles, or anywhere smoking is otherwise prohibited. Please do not smoke or vape cannabis on the subway, in restaurants, hotel lobbies, or on public sidewalks. Respect the rules and you'll have a seamless, enjoyable experience.
Cannabis and Your Return to Sudan — Know Before You Go
We want to be honest and direct with you: Sudan has strict laws governing cannabis and controlled substances. Cannabis is illegal in Sudan, and penalties for possession, use, or trafficking can be severe under Sudanese law. While you are in New York City, you are operating under New York State and U.S. federal law, which allows legal adult-use cannabis in licensed dispensaries. However, it is absolutely illegal to transport cannabis or cannabis products across international borders — including back to Sudan. We strongly advise that you consume any cannabis products you purchase only during your time in New York and do not attempt to travel internationally with any cannabis products whatsoever. We want your first legal cannabis purchase in New York City to go smoothly. Here are the most important practical tips we can offer as both a cannabis brand and as New Yorkers who know this city well.

This is one of the most important rules to remember. Even though cannabis is legal to purchase in NYC, public consumption is not permitted. That means no smoking or vaping on sidewalks, in parks (with very limited exceptions), in subway stations, in taxis or rideshares, on rooftops of hotels unless specifically designated, or in any enclosed public space. Violations can result in fines. Consume only in private residences or in designated consumption spaces. New York City unfortunately still has an active unlicensed market. You may see smoke shops, bodegas, or street vendors offering cannabis products — do not purchase from them. Unlicensed cannabis is not lab-tested, not regulated, and not safe. You have no way of knowing what you're actually getting.
