Understanding New York's Legal Cannabis Laws as an International Visitor
New York State legalized adult-use recreational cannabis in March 2021 under the Marijuana Regulation and Taxation Act (MRTA). That means any adult aged 21 or older — including international tourists and visitors — can legally purchase cannabis products from a licensed dispensary in New York State. You do not need to be a U.S. citizen or resident. You simply need to be at least 21 years old and present a valid government-issued photo ID.
What You Are Legally Allowed to Do

Always shop exclusively at licensed dispensaries. New York's Office of Cannabis Management (OCM) maintains a list of licensed retailers. Unlicensed products have no testing requirements, no labeling accuracy guarantees, and buying from them is still illegal. A Note for Visitors from Turkey: Know the Laws at Home Too
We want to be direct and responsible with you here, because we care about the people who choose our products. In Turkey, cannabis — including both recreational and medicinal use — is strictly illegal. Possession of even small amounts can result in serious legal consequences, including criminal prosecution. Turkey is not a lenient jurisdiction when it comes to drug laws, and this applies to hash and concentrated cannabis products as much as it does to flower.
What that means practically: do not attempt to bring any cannabis products purchased in New York back to Turkey or onto any international flight. Cannabis remains federally controlled under U.S. federal law, and transporting it across international borders is a federal crime regardless of where you purchased it. It is also illegal and extremely dangerous to attempt to bring it into Turkey. Any cannabis you purchase in New York must be consumed in New York, during your visit. While some dispensaries have ATMs on-site or use cashless ATM payment systems, it is always a smart move to have cash on hand when visiting. Stop by a bank or ATM before heading to a dispensary so your visit goes smoothly. Most dispensaries are accustomed to serving visitors and their staff are happy to help guide you through the process.
No Public Consumption — Be Smart About It
We have to be clear on this because it matters: do not consume cannabis in public spaces, on sidewalks in densely populated areas, in subway stations, in rideshare vehicles, taxis, or anywhere that tobacco smoking is prohibited. Fines can be issued for public consumption. The best approach is to make sure you have a private or semi-private space lined up before purchasing. Many visitors choose to consume in their hotel rooms — just check the property's smoking policy first. Never consume cannabis before or while driving, operating vehicles, or while in charge of any machinery.
