Colorado deserves enormous credit. When Amendment 64 passed in 2012, the state wrote the regulatory playbook that virtually every legal market since has borrowed from — seed-to-sale tracking, licensed dispensaries, potency testing, packaging requirements, advertising restrictions. New York's Office of Cannabis Management studied markets like Colorado's when building our own regulatory framework. That lineage matters. It means New York didn't have to make the same foundational mistakes. We inherited the lessons.
